DBT–BIRAC and UPPPC ink landmark MoU to boost biotech & pharma in Uttar Pradesh

The centre–state collaboration, signed in New Delhi in the presence of senior government leaders, marks a pivotal step towards India’s $1 trillion bioeconomy

New Delhi: The Department of Biotechnology (DBT), Government of India, through its public sector enterprise Biotechnology Industry Research Assistance Council (BIRAC), has entered into a landmark Memorandum of Understanding (MoU) with the Government of Uttar Pradesh, facilitated by the Uttar Pradesh Promote Pharma Council (UPPPC).
The MoU was formalized on September 30, 2025, in New Delhi, in the presence of Dr. Jitendra Singh, Hon’ble Union Minister of State (Independent Charge), Ministry of Science & Technology; Dr. Rajesh S. Gokhale, Secretary, DBT and Chairman, BIRAC; Dr. Jitendra Kumar, Managing Director, BIRAC; Smt. Kritika Sharma, IAS, Managing Director & CEO, UPPPC; Shri Amit Kumar Ghosh, IAS, Principal Secretary, Medical Education & Training, Government of Uttar Pradesh; and Shri Awanish Kumar Awasthi, Advisor to the Hon’ble Chief Minister, Government of Uttar Pradesh.
This landmark centre–state partnership represents a significant milestone in India’s march towards a $1 trillion bioeconomy. It is set to play a transformative role in establishing Uttar Pradesh as a future-ready hub for pharmaceuticals, biotechnology, and MedTech.
By fostering healthcare innovation, driving technology commercialization, and building stronger industry–academia linkages, the MoU marks a defining moment for India’s life sciences sector and further strengthens the nation’s position as a global leader in biotechnology and MedTech.
